THE CARIBBEAN KNOWLEDGE AND LEARNING NETWORK (CKLN)
Who we are?
We are a regional mechanism that was established by CARICOM Heads of Government in 2004, for the purposes of coordinating human resource development. Our headquarters is located in St Georges, Grenada.
What we do?
We are enablers who assist tertiary learning institutions within CARICOM to improve the quality and scope of the services they offer to students. Our strategies focus on capacity strengthening for the collaborative exploitation of Information and Communication Technologies (ICTs) in the development and delivery of courses and programmes.
As a service provider, our primary objective is to enable the regional tertiary education community to revolutionize access to education and training through the adoption of Open and Distance Learning and the development of a wider range of quality programmes. This means assisting the TLIs to institutionalize e-learning so that students may access courses and programmes from different locations and at any time. Therefore, the tertiary learning institutions and their students are our primary customers.
What activities do we undertake?
We provide technical support to tertiary institutions to assist them in the development of strategic plans and operational plans and the related policies. We also assess infrastructure needs in the area of ICTs and make equipment available. In addition, we procure Moodle Learning Management System (LMS) hosting services from third party providers. More importantly we work with institutions to build capacity through workshops that focus on training and through study tours and attachments.
We also promote research and the development of a culture of collaboration among TLIs. Over the next year and through our C@ribNET initiative, we will commence another phase of our work which will connect TLIs in the region to knowledge networks in Europe, North America, Latin America and elsewhere. The C@ribNET initiative will also support e-Government, e-Health among others.
Who are our partners?
Apart from the tertiary education community, our partners are the regional governments and the donor community; particularly the European Union, World Bank, CIDA, IADB and OAS.
What are our immediate priorities?
Our immediate priorities are the continuation of institutional strengthening of the tertiary education community, supporting governments to develop and adopt enabling policies for Open and Distance Learning, implementation of the C@ribNET project and construction of the regional education and research network and assisting individual governments to develop or improve their national networks.

RJM Systems provides a completely web-based student and academic administrative system for small to medium size colleges, called SONISWEB. Currently RJM Systems has over 90+ colleges using our system in the US, Canada, Caribbean and Switzerland. SONISWEB gives colleges an affordable way to provide students, administrators , prospects and applicants secured, reliable access to their administrative system via the internet. SONISWEB can be hosted on campus or RJM Systems can provide hosting and managed services.

H. Lavity Stoutt Community College
The H. Lavity Stoutt Community College was established in 1990 as the British Virgin Islands Community College under the College Act of that year. The institution was subsequently renamed in honour of the founding chairman of the College's Board of Governors, the late Chief Minister, Hon. H. Lavity Stoutt.
HLSCC is a comprehensive community college which offers university-parallel, technical-vocational, and adult continuing education programmes.
The College's instructional programmes are designed to prepare students for transfer into the upper division of baccalaureate programmes of other colleges and universities, or for immediate job entry or career advancement.
The College provides educational opportunities which lead to the improvement of the quality of life for the members of the community it serves while also linking the economic and human resource development needs of the Territory.
